War Department 28^th September 1798 Sir, Captain Francis Huger, of the 2^d Regiment of Artillerists and Engineers at Charlestown, had his recruiting instructions, transmitted to him, on the 5^th of July last; and was at the same time directed, to apply, to the Contractor for rations, there &c for his recruits. If he does not supply the charge you mention [strikethrough: of hiring of barracks or quarters for recruits; but] to the most place for engaging them, usually called the Rendezvous; it will be proper for you, to inform him, that no Charge, has heretofore been admitted for the latter, it being understood, that the two dollars allowed by Law, to the Officer, for each recruit he enlists — is sufficient to cover all expences, of the mere enlistment: and if he means barracks room, or quarters; that he should have applied to the Contractor, to provide these, and now properly bring the hire for the same, into his account.
