Sir, By the enclosed copy of a letter to Joseph Williams Paymaster, and Store keeper, at Armory at Springfield, You will perceive, I have authorised the erection of a small building, to be employed by him as an office; and directed him to take some instructions, relative to the receipts &c which will be vouchers, on a settlement for this particular expenditure. Sept. 26, 1798, Simmons] War department, 26^th September 1798. Sir, I have received your letter, dated Springfield, the 20^th inst. You represent, that all the rooms belonging to the public at Springfield, in one of which you was instructed to keep your Office, are crowded with Workmen; and propose, that a small building as an Office for the Storekeeper and Paymaster be erected — the estimated expense of this building, in dimensions twenty two feet, by eighteen you state at two hundred and fifty Dollars. It appearing indispensible that the Storekeeper and Paymaster of an Armoury and Arsenal so important, as that at Springfield should be accommodated with a suitable office — I consent to the erection of the proposed building for the purpose — stipulating that the expense be not carried beyond the estimate in your letter. It will be proper that you take the instructions of the Accountant for this department relative to the receipts &c which will be vouchers on the Settlement for this particular Expenditure.
