Dear Sir This letter will be presented to your Excellency, by Daniel Jackson Esq^r of Watertown in this State a Major in the second Regiment of Artillerists and Engineers in the Service of the United States of America. This officer is designated to take the Command in behalf of the United States of the Fortress &c on Castle Island, Whenever your Excellency shall Judge it proper to order it to be delivered to him. And I request your Excellency to give the necessary orders to have it delivered to him. The time I submit to your Excellency's pleasure. With great respect I have the honor to be your Excellency's most obedient and most humble Servant. John Adams— President of the United States His Excellency Governor Sumner, --- Watertown 20^th Sep^t 1798 Sir, The Governor informs me the convicts shall be removed from Castle Island, and that Fortress ready for the reception of the United States Troops, the second day of October next, I then Shall agreeable to your orders transmit you a return. It has been suggested to me, that the Military stores, Ordnance & will be charg'd to the United States, I wish for your information, [strikethrough: whether to receive the whole,] or such a part only as is found necessary for the defence of the Garrison. Sir, I have received your letter dated Watertown 20^th Instant, enclosing a letter which had by mistake been transmitted to you, directed to [strikethrough: General Alexander Hamilton] — you inform me that the Governor will cause the convicts to be removed from Castle Island, and that this Fortress will be ready to receive the Troops of the United States, on the 2^nd day of October next. That you will then I presume according to your instructions, examine it, and report its fitness to receive recruits, and for a general rendezvous for which use it is contemplated, as well as a deposit of Arms. (you also mention that it has been suggested to you that the Military Stores and Ordnance, Will be charged to the Account of the United States, and wish directions whether you Shall receive the whole, or such part only as is necessary to the defence of the garrison— In this question it is difficult to give any other Answer, than, that it will be proper for you to receipt to the State for its property of every description which may be confided to your care. but at present considering the Fortress on Castle Island as very important to the defence of the harbor and City of Boston, it is not contemplated that the United States are to pay for such Articles as may be there and not necessary for the purposes of supplying the Fortress [undecipherable] was charged for, except indeed such articles as are destroyed, or expended by use as Powder, Ammunition &c. and I shall write accordingly on this subject, it [undecipherable] necessary to wait a return from you.
