Inclosed is a letter from Lieu.t James Tripplett, transmitting a Statement of Disbursements said to have been paid by him out of Monies received from this Department on Account of the Navy, the amo.t of which I have already furnished your.
It appears by a letter received from M.r Isaac Garretson Purser of the Frigates Constellation (Copy whereof I transmitted to the Secretary of the Navy the 12th Inst.) that M.r Tripplett has also received Money from him — as this officer is to settle with your Department
I suggested to the Secretary of the Navy, the propriety of calling him to account, as soon as possible —

I have the necessary vouchers and from the Instructions from time to time Rec.d from Capt.n [undecipherable] am warranted thereby. I conceive the Secretary of War will allow something for my Traveling expences when he considers the [strikethrough: matter] —
You Observe in your letter of the 29: August that the Navy Rations will turn through a channel different from yours, in consequence of which, I shall wait untill informed.
