from Pittsburgh until this sum is received and applied. General Nevel will be informed by the Secretary of the Treasury that he is to receive bills drawn by authorized Agents of the Quarter Masters Department to the extent of the Sum above mentioned, and I am requested to inform him what bills and to what extent he may receive. In pursuance of this plan I shall write to General Nevel to receive your drafts for the sum in question & forward them to the Treasury as they are received & paid, that they may be carried to the debit of the Department; This will supercede the necessity of your drawing here or elsewhere until the fund thus provided is exhausted.
You will keep me informed of all Bills drawn in consequence of this arrangement.

Sir,
I have received your letter of the 4th inst. The detention of the Waggons will turn out a serious business to somebody especially if the Pillory should be injured. What necessity there was for the extraordinary measures that have been taken relative to poor Hamiltons effects will be made a question which those who have been busy will be made to answer. The public property has been wantonly detained and exposed, & I think we shall eventually convince the Actors of their errors.
Your conduct as far as I am acquainted with it has been good, and I shall accordingly do what I can to serve you.
I am Sir
Your obedient Servant
