The Accountant, in settling Captain Millers personal account, will suspend a sum, equal to the Bounty of the men, who have been mustered out by Col. Mentges, and Major Cushing; until the Secretary of War, can ascertain, whether any circumstances exist, which are sufficient to justify him, in ordering a deduction of the sum from Captain Millers pay;
