Articles of Agreement made on the Fourth Day of September One Thoufand Seven Hundred and Ninety-Eight, between Oliver Wolcott, Secretary of the Treafury of the United States, of the one part, and And Welton of Waterbury ___ in the State of Connecticut ___ of the other part.
First. THE faid And Welton ___ contracts and engages to manufacture within the United States, and deliver to fuch perfon or perfons as fhall be appointed by the Secretary of the Treafury, or the Secretary of War, for the time being One Thoufand ___ Stands of Arms, or Mufkets, with Bayonets and Ramrods complete and fit for fervice—One third of the whole number to be delivered within eight months—One other third within fourteen months, and the remaining third within eighteen months from the date of thefe prefents.
Second. The faid Arms fhall be delivered at New Haven ___ in the State of Connecticut ___ and fhall be made after the Charleville model. The Barrels fhall be proved and the Mufkets infpected agreeably to the rules now practifed and required by the United States; the Locks fhall be duly hardened; the Ramrods and Bayonets fhall be properly tempered; and the Mountings, Stocks, and every other particular fhall be finifhed in a workman-like manner, in all parts precifely, or as near as poffible, conformably to two patterns, which have been marked, and fealed by the contracting parties to this Inftrument; one of which patterns the party of the fecond part hereby acknowledges to have received.
Third. The Barrels fhall be proved, and the Mufkets infpected at Waterbury aforefaid ___ by a perfon or perfons to be appointed by the Secretary of the Treafury, or the Secretary of War. When due notice fhall have been received by the party of the firft part, that One Hundred ___ - - - - - - - - - Barrels are ready for the teft; the proof fhall commence, on like notice that a further number of Two ___ Hundred ___ Barrels are ready, the fame fhall alfo be proved; after which the United States fhall not be required to prove lefs than Three hundred and fifty Barrels at one time. The wages of the Infpector; the expenfe of powder and ball; and all other expenfes attending the proving and infpecting, fhall be borne by the United States.
Fourth. The Stocks of the Mufkets fhall be made of well feafoned black walnut timber, when the fame can be procured by the Contractor, otherwife, of well feafoned, tough maple timber; or the United States fhall caufe to be delivered, at Philadelphia, to the party of the fecond part, if the fame fhall be required, ___ One Thoufand ___ well feafoned black walnut ftocks in the rough, as they have been ufually received into the public ftores, at the rate of twenty-five cents each.
Fifth. The party of the firft part, contracts for and on behalf of the United States to pay or allow in fettlement, Thirteen Dollars and Forty Cents, for each and every of the Stands of Arms which fhall be manufactured according to the pattern, and delivered after proof and infpection as aforefaid.
