New York August 28^th 1798 Sir [see letter of 24^th Aug^t from the Sec^y of War] Annexed is a copy of a letter from the Secretary of War relative to your appointment as agents for the Department of War at New York he has no doubt given you the necessary instructions how to disburse the public monies intrusted to your care, and of the disposal of the Articles so to be purchased by you, he observes, by said latter the heads of expenditures under which the charges are to be made all of which you will particularly attend to, he also requests that I will direct the forms of your receipts, & mode of keeping & rendering your accounts; I have here only to observe that I shall require on the settlement of your accounts a strict compliance
