War Department 28 August 1798 Sir, I have received your letter of the 20^th instant stating that, in consequence of the refractory conduct of the French prisoners in custody of the Sheriff of Lancaster, it has been thought expedient to order a military guard. As all business which relates to maritime affairs comes under the immediate operation of the Secretary of the Navy, I have referred your letter to his consideration, and have no doubt but a proper allowance will be made to the guard, as, I presume, no greater number will be employed, than the existing circumstances absolutely require.
