Philadelphia Sir, I enclose you a copy of a letter I have just received from the Consul General at Paris re= lative to the embargo on American vessels in France__ This arrette has not yet officially reached this port __ but is hourly expected__ tho some apprehensions are entertain ed that if the late accounts from Philadelphia by the flagg vessel, the Liberty, that sailed about the 18 July and ar= rived here a few days past, should reach Paris before the execution of the arrette raising the embargo on it, may be delayed.
