Philad^a 15^th Aug^t 1798. Sir, I have received and considered your letter of the 13^th instant. Enclosed you have an order on Major Fleming for a set of Gin Blocks. We have none on hand here. Having no Flags but those of the largest Size I have ordered only one to your address for the present. other are making of Smaller dimensions, one of which when received Shall be Sent to you. I Shall be glad to receive the Return you mention, as it is of importance at this time that the Government Should know its full Strength. The Secretary of War is gone to Trenton, as are all the other Secretaries. I will however give him a hint that works of an extensive nature cannot be carried on without Money.
