I have inclosed a receipt Roll for the pay of this Garrison for the Month of June 1798 amounting to Five hundred and sixty eight Dollars and seventy four Cents, being thirty dollars, amount of Lieut Wilsons pay, short of the Pay Roll. —

Some Stoppages have been ordered by Court Martial to be made, which I shall do without troubling you with the accounts. I wish to be informed whether all pay due previous to desertion is forfeited in all cases — for Instance, Thomas Graham marched to Oswego last November, Served there untill April without receiving any pay, then deserted, & came directly here & gave himself up. —
