The approbation of the President of the United States & [undecipherable] you Pay Master and Store Keeper for the Post about to be established at Harpers Ferry on Potomack in Virginia — The following, are to regulate your conduct in the [undecipherable] discharge of your duty
As soon as you [undecipherable: commence the] [undecipherable] business you will enter in a suitable Book under proper heads every Minor of public property committed to your keeping — noting particularly the Buildings occupied either as Stores Barracks or Work Shops with their several Dimensions and estimated value, together with the necessary [which may be used or needed] Mills, Machines and Tools to carry on the [undecipherable] contemplated —
And previously to the commencement of the Works you will make a [undecipherable] [and] [transmitted to] the Superintendent of Military Stores a compleat Return of every [undecipherable] of property under your care agreeably to the forms which he will furnish — The Duties expected from you as Pay Master are pointed out by the Comptroller of the Treasury in the forms [Instructions] which will be transmitted to you and to these you are to pay implicit Obedience as well as to any subsequent [Instructions] explanations he may think proper to give —
