[Savannah 31 July 1798 Constant Freeman rec'd 22^d August ans?] Savannah 31^st July 1798 Sir Inclosed is a duplicate of my letter to you of the 8^th instant and a copy of the same two [undecipherable] I transmitted to you in [undecipherable] last, which [undecipherable] sailed from this port on the 8^th — I have been most anxiously expecting letters from you in answer to mine of the 8^th, 22^d, & 26^th of last month — a duplicate of the same sent by the Sloop John, Capt. Morgan, a [undecipherable] to your desire in your letter of the [undecipherable] of Jan. in order that you might know [that] I had here all the rolls mentioned in the estimate for militia [service?] — The two last letters were sent by the schooner Charlotte, [via?] New York — I am astonished they have not received copies of Tanche & Randolph's [accounts?] while Colonel Pope was here, it would have saved me the trouble of a journey to [undecipherable] — [Destitute?] of [undecipherable] from you would have relieved my mind from the greatest anxiety. Ensign McCall and myself have [undecipherable] to the militia [undecipherable] [undecipherable] to the 15^th April. I have been to the different ports in [undecipherable] to the 30^th of June. I must be able with the [undecipherable] I [received?] and the balance to [undecipherable]. [undecipherable] I am now engaged in making an examination [of?] McCall [undecipherable] — [undecipherable] and [vouchers?] which will be transmitted on [our?] [undecipherable]. Whereas no name is [undecipherable] to M^r [undecipherable] [undecipherable] not [undecipherable] that intention is made [undecipherable] [undecipherable] Whitney for his services you mentioned the [militia?] & for [undecipherable] the duty [of?] paymaster to the regular [troops?] — I have given M^r Whitney a certificate [referring?] to the [first?] and have referred the case to the [undecipherable] of the Secretary of War to me [of?] the [undecipherable] August 1790. [undecipherable] the Duty of Paymaster [undecipherable] between the [undecipherable] of [his?] Militia resignation [of?] the office and [his?] still [entering?] into the [service?] — the [undecipherable] of which was to make a payment to the [undecipherable] — I wrote M^r Howell upon this subject on the [6^th?] [undecipherable] — I have not [any?] satisfaction of this [undecipherable] I am now [undecipherable] [of?] this letter as my [papers?] are not here. Freeman's letter — 24^th July 1798] [Duplicate] Savannah— 24^th July 1798 Sir, I have written three letters to you since I returned in this place — on the 8^th, 22^nd and 26^th of last month — & informed you that I had not all the rolls mentioned in the estimate you transmitted. I have therefore been [undecipherable] that I should receive certified copies from your office — but they have not come to hand — I suppose from the failure of the post. We have now four mails due — Col. Pope came to town on the 6^th instant and he has received from me the amount of the enclosed vouchers which I request you will pay to my credit — You will be pleased to charge me with the sum of three thousand five hundred and twenty five D^r and fifty cents which I have received from him for deductions made from the pay of the [Line?] for rations of provision and forage which have been found to him by the United States — If I had Cap^t Tanche and Randolph's rolls, I would complete the payments of the estimate — Lieu^t William B. Stuart was paid by me in May 1796 — for which I have already received credit in the Settlement of my accounts — Lieu^ts Sappington and McG[i]llis were paid by M^r Habersham on the 22^nd of March 1797, for which he has transmitted vouchers. I expect I shall receive Lieu^t Harris's rolls soon. I shall have money remaining in my hands arising from the payments already made and now stopped to discharge this [undecipherable]. Col. Pope waited in Town until this morning in hopes that the rolls would arrive — as soon as they come to hand I shall go to Augusta — then he will meet me — I could not detain him any longer as his private business requires his attention — while he was here, I examined all his vouchers from his first entering into the office of paymaster until the present payment — of which I have made a Statement I will bring these papers with me when I shall be permitted to visit the War Office — Ensign McCall arrived in Town last evening — we are now engaged in preparing the rolls — that payment may be made to the regular Troops — I shall endeavour to complete this business in a few days — I am with great esteem Sir Your most obedient Humble Servant Wm.
