I received your letter of the 26 Instant enclosing sundry receipts for Bounties paid by you which are filed subject to undergo an examination on the settlement of your Recruiting account.
I have to request that your future transmission of Bounty receipts may be accompanied with an Abstract specifying the amount paid to each Recruit and that as many of the receipts as possible may be witnessed particularly when the parties cannot write their names —

It having been decided by the Secretary of War that the Act of Congress of the 30 May 1796 to ascertain &fix the military Establishment of the United States places the Corps of Artillerists &Engineers upon the Military Establishment and in its provisions makes no distinction as to Pay masters &Adjutants, that the Officers doing the duty as such to Battalions of Artillery, cannot be distinguished from, but must be considered entitled to the same pay &forage as Adjutants &paymasters to a Regiment, & that the Law having been construed that no Officer can receive the emoluments
