[Samuel Hodgdon Esqr / Intendant of Stores / Philadelphia] [Endorsement:] Capt Ingersoll / [undecipherable] / [undecipherable] July 1798 Westpoint July 20 98 Sir The enclosed is a report made to me by the Quarter Master of the Garrison by my order for the purpose of making you acquainted with the state and condition in which [they] were received the packages of Clothing forwarded to this place by Melancton Smith Esqr of New York. You will see by the report where the deficiency is, agreeably to the estimate made in January & February by Colonel Rochefontane, I could wish you attention to the second Note in the report. Your punctuality and general uniformity in public business leaves me in no doubt but this Garrison will be as well furnished with Clothing as any other part of the Army of the United States while you are at the head of the department — I am Sir with respect your most Obedt Servt Jno Ingersoll Capt Commanding A Report of the [State &] deficiency of the Cloathing &c received lately from Philadelphia — Made by order of the Commanding officer at West Point. [undecipherable] of Cloathing transmitted on the 3 of February 1798. Ten pair of [undecipherable] linen Overalls were requested & in lieu thereof Privates linen Overc[oats] [undecipherable] Sent. 2°. [underline: one hundred & eighteen] pr of Privates Woolen Overalls, which were in the said estimate, have been [undecipherable] omitted — This article is absolutely wanted here before the [undecipherable]ation is Shut up. 3°. Twenty Swords belts for C[undecipherable] Sergeants, & musicians which were ask'd for in the estimate of [undecipherable] of January have also been omitted. 4°. [undecipherable] (part of the Accoutrements) & which were to be Sent with the[undecipherable] have also been omitted. Lastly — [undecipherable] be observed that a great part of the Cloathing and [undecipherable] have suffered Some damage through Carelessness of [undecipherable] who were instructed with [care] of them — Two of the Hogshead being full of water when they were received at West Point.
