Sir,
I herewith transmit you the Quarterly Returns for Jany. Feby. & March. '90 — those for the three succeeding Months I will send in, as soon as possible. — The Clothing for Portland, Boston, New London, New York, Windsor [Cast.], Trenton, East-on, Carlisle, Dover, & Charlestown — agreeably to Order of the 10th inst. is ready, for transportation. The remainder will be ready in a few days. Provided I am not impeded in the packing, by the want of such Parts necessary to constitute [underline: suits.] —
