Dear Sir, I have observed, that by certain resolutions made in Congress, the regular establishment is about to be increased; and as, in consequence, it is likely, that there will be loanes and [undecipherable] to be bestowed by Government, I feel well disposed to receive a slice for myself, and retain another for my family. I have, therefore, thought proper to solicit your interest, not because I can bring forward claims to Superiour merit, but because you have in several instances been my friend, and I feel a pleasure in acknowledging myself your debtor. I am now, I believe, the Second Sublieutenant of the corps in which I serve. A promotion to a higher rank may take place before a long period shall elapse, which, though flattering to ambition, may deprive me of my Staff emoluments, reduce my pay, and render the the support of myself and those depending on me, not quite so comfortable. Therefore I would make the modest request, that should such an office as deputy pay master ^general or agent to act in that capacity, be created, I may have your support, provided that my conduct in that line for three years' past can obtain your approbation, that I shall not lose my rank in the army, and that no deserving fellows be injured by my preferment.
