[Brig^r Gen^l Jas Wilkinson] Accountants Office July 13 1798 Dear Sir I have rec^d your letter of the 24 June enclosing one for Major Cushing which I shall forward to him at New York where he has been for a few Days — Cap^t Lewis has arrived in this City, I have not yet had any conversation with him — The Secretary of War has not yet returned from Mount Vernon where he went to take the commission for General Washington — Congress are about to augment the present establishment of the Army, by adding twelve regiments of Infantry & six additional troop of horse, they are also about augmenting the pay of the Soldiers — with much regard & respect I am & W Simmons Acct^t --- Caleb Swan Es^q Accountants Office P.M.G. Sir I have received your letter dated 18 Ult^o with the Recruiting account of Lieut^t Parkison — On looking over the statement I don't find that you appear to have made the proper examination as to the propriety of the charges — You will recollect when you were here, I mentioned to you that on examining Recruiting accounts you should state where the men are mustered & allow no charge except they are authorized by law, particularly when it is specified as in the case of premium for Inlisting — The law expressly mentions that to entitle an Officer to the premium for enlisting a recruit he must [Duplicate sent him July 19 1798]
