I duly received your letter dated 20 ulto enclosing the Abstracts of payments and statements therein mentioned I am concerned at what your relate of mr Stiles, I cannot however discover how he could come in posession of Public monies, other than what were really due agreeably to accounts examined & certified by him, and examined by you if money has been placed improperly in his hands & contrary to the instructions a copy of which was furnished you — It will be an obstacle to the passing the amount to your credit — This will be ascertained on a proper examination — In the mean time I conceive it of importance that
