I am concerned at what you relate of m.^r Stiles, I cannot however discover how he could come in posession of Public monies, other than what were really due agreeably to accounts examined & certified by him, and examined by you. if money has been placed improperly in his hands & contrary to the instructions a copy of which was furnished you— It will be an obstacle to the passing the amount to your credit— This will be ascertained on a proper examination — In the mean time I conceive it of importance that [Abstracts sent [undecipherable] July 19 1798]
