I am concerned at what you relate of M^r Stiles. I cannot however discover how he could come in possession of Public monies, other than what were really due agreeably to accounts examined & certified by him; and examined by you — if money has been placed improperly in his hands & contrary to the instructions a copy of which was furnished you — It will be an obstacle to the passing the amount to your credit — This will be ascertained on a proper examination — In the mean time I conceive it of importance that [Abstracts sent [undecipherable] 19 1798]
