Sir,
Herewith you will receive a Certificate bearing the signature of the Register of the Treasury, by which you will perceive that the accompt of John Wilkins Jun. Quarter master General has been closed on the books of the Treasury, by a credit for the sum of one hundred and eleven thousand nine hundred and sixty two Dollars and fifty eight cents being the balance of monies unaccounted for by him, which were heretofore advanced from the Treasury on account of the Quarter master's Department. For this balance therefore of one hundred and eleven thousand nine hundred and sixty two Dollars and fifty eight cents you will be pleased to debit the said John Wilkins Jun. Quarter master General, in the books of your Office, by causing such entries to be made for that purpose, as shall appear necessary.
The accompts of the Quarter master General for disbursements made by himself and his Assistants Isaac Craig and Matthew Ernest, to the 1st of February 1798 and for those made by his Agent Samuel Hodgdon to the 31. of March following, having been already adjusted at the Treasury, it has been thought advisable that all such as have been received at the Treasury, for subsequent disbursements, should be examined and settled by you, agreeably to the act of Congress passed on the 16 of July last. Pursuant to this idea therefore, I take the liberty to transmit to your Office for the purpose before expressed, such accompts of the Quarter master General and of his Agent Samuel Hodgdon as have been received at the Treasury (agreeably to a list thereof annexed) but of which no examination has been made. The letters which accompanied them are also enclosed, altho' they do not contain any thing material to the examination.
