On examination of the account of Rations supplied by William Westwood Contractor, to the Officers of the Troops stationed at Norfolk under the command of Capt. Richd N Blackburn it appears that for the months of October, November & December 1797 there have been 122 Rations furnished to you for Yourself & Waiter, whereas you were entitled to receive only 92 Rations for yourself for that period a Cadet not being allowed a Waiter. — It appears also that you have received 180 Rations for January, February & March 1798 for yourself whereas you was entitled to receive only 90 Rations for that period — You are therefore directed to suspend drawing any rations until the above surplus is accounted for or untile you refund the amount overdrawn to the United States —
Capt. Blackburn is directed to countersign no returns for Officers Rations in future, beyond the number allowed by law —
