The Secretary of War Accountants Office Sir July 3^d 1793 You having directed that the recruits inlisted by Cap^t Edwards Miller who were mustered unfit for service by M^r Cushing the Inspector should receive their pay to the dates of their respective discharges — I have directed the proper examination to take place and have reported accordingly — I find by a letter to you from Major Cushi that these men were unfit for service when they inlisted, Cap^t Mill notwithstanding charges their full Bounty &^c as allowed to legal rec I wish therefor Sir to be informed whether Cap^t Miller is not char with the bounty &^c paid them & charged to the United States — Your answer will guide me in the settlement of his accounts — It may also be proper to repeat what I m to you verbally some time ago relative to the Children of Cap^t Mil which he mustered one as a Drummer and the other as a Priva Soldier — The first I am well informed cannot now go through regular beats of a Drum as asserted by Cap^t Miller altho he ha in service two years & received the pay & emoluments as a Drumm The other is a child also very considerabl age & has also received Pay Bounty &^c for some time back, both of have been mustered under oath by Cap^t Miller as proper Recruits I therefore submit to you for whether this case does not fully come u
