[undecipherable]] [seal] War Departement 28^th June 1798 The Accountant of this Department, will apply the following principles, in the settlement of Lieutenant Mullowney's account. 1^st He will allow, two dollars, for every day, employed, by Lieutenant Mullowney in the Recruiting service, including the time, of his going to, and returning from, the City of New York to Philadelphia. 2^d. All expenses, which appear to have been incurred, at the places of rendezvous, where the Sailors were engaged, for liquor &c. and for which receipts or other sufficient evidence, are produced. 3^d. All sums, expended in ribbands for the Sailors, for which receipts, or other sufficient evidence, are exhibited. 4^th. All expenses incurred, for the transportation or passage, of the Seamen, their bedding and baggage, and for their subsistence on the way, from New York, to Philadelphia, for which receipts, or other sufficient evidence, are produced. 5^th.
