M John Hagg N^o 195 Greenwich Street New York Accountants Office June 27^th 1798 Dear Sir — I received your letter of the 26 Inst & agreeably to your request have enclosed the Certificate therein required — I am &c W Simmons Clk The Hon.^ble Joseph McDowell in Congress Accountants Office June 27^th 1795 Sir I have the honor to hand you enclosed agreeably to your request, a list of the objections & remarks which have occurred on the examination of the receipt rolls produced by Major John Carson for payment to the scouts of North Carolina for their services to the 21 August 1794. Together with an extract of a letter to him on that subject — It appears that you with him have jointly entered into Bonds for the faithful payment of the sum $[undecipherable: probable reading 6644] Dolls. to the scouts aforesaid in conformity with the Instructions issued to him from this Office. you will observe by the [undecipherable] that those Instructions have not been complied with, and consequently the bonds will remain in full force, and the amount charged to the [undecipherable] accounts — I therefore trust you will see the necessity for immediately doing away those objections, by producing such vouchers as come within the meaning of the Instructions — to enable me to enter the amount to the credit of Major Carson & cancelling the Bond — I am &c W Simmons S Manning Fischer Fort Oswego Accountants Office June 25^th 1798 Sir I received your letter of the 1 Inst enclosing the different Vouchers therein referred to. Your letter of the 8 Sept last also containing Vouchers was duly forwarded by Doctor Coffin and received and its not being acknowledged sooner must have arisen from the removal of this Office at that time some distance from the City in consequence of the Contagion, which occasioned some suspension in business from the impossibility of removing all the documents in my charge. On a cursory view of the Vouchers transmitted by [undecipherable] the charges against you on the Books of this Office it is observable that remittances were repeatedly made to you & Lieut Rowan in whose behalf you acted in this instance for pay of the Troops on estimates and to do away such charges you have transmitted receipt rolls only, whereas in order to make the files compleat there should be Muster & Pay Rolls, corresponding with the former and without which this amount cannot be passed to your credit. as this cannot I presume occasions any material trouble for you I have to request your early attention thereto as I am anxious to have a [undecipherable] charge of a considerable amount on the Books of this Office covered by the proper head of Expenditure as far as possible. mean time it may be proper to inform you that I know not on what principle the charge you make in your account current of forty dollars as compensation for paying the Troops can be admitted, as the law (by which you must be sensible I am to be governed) makes no provision for any Paymasters but such as are appoint[undecipherable]
