Having entered on the duties of my office, it is material that I Should receive from you an official List of the Names & Rank of the Officers of the Navy.
Be so good as to afford me this Information, as Speedily as possible, until I receive It, I Shall be at a Loss in every Case, where an Officer may apply for a Commission.
