Philadelphia 7th June 1798.
Sir,
By this to day I received your letter of the 6th instant — when I mentioned the price of the Copper Hoops I had no reference to the present price of that Article — my information was from the Surveyor, who informed me the Hoops used here were made from Copper imported when it was low very low, and he supposed they did not cost more than two shillings a set— but as I since recollect that the Barrels made new had only one copper hoop to each head it is probable he meant a shilling a piece— Be this as it may you must procure what you have under order on the best terms you can —
The Secretary of War goes to new york on friday next and you may consult him personally on the business — I shall also be in York probably in all next week — If it is found that Major Flemming can be better be better employed elsewhere it is probable some other person may be named to finish proving the Powder — I shall remove a number of the different kinds of Ammunition from [strikethrough: Albany] to West point or Governors Island where they may await any subsequent orders — War [undecipherable] seems inevitable and the Spirit of the people is rising to meet it — adieu —
