Philadelphia, 4th June 1796
Sir,
It appears by a note received from Mr Simmons that he has discovered the Estimate presented by Captain Hall, to enable him to close the business lately under his direction to be an Account offered for liquidation which by law he is to settle and adjust without any interference and having in consequence of the suspicious discovery called on me to furnish the documents that has enabled me to adjust the Account alias the Estimate, that he may be enabled to judge of the propriety of the charges on the Estimate alias the Account.
Finding no disposition to comply with any thing that looks like an Order or Express request from him, I choose to submit to you who Inspect superintendance us both. the Sum quoted not withstanding, whether the documents and declarations made to you, were not sufficient, to justify my certifying that the Estimate vulgarly called an Account was just in every particular.
To him I shall make no reply, unless your counsel should make it necessary.
