By the instructions issued by the [Secretary] of War to Lieut. Triplett I perceive he was to put himself under orders, that event, two remittances have been made to him amounting to Do 240. — for the purpose of Recruiting Marines for the Frigate Constellation. On the 3d Inst. I received a letter from him enclosing muster & pay & recept rolls the latter amounting to forty dollars & twenty five cents requesting the same to be passed to his credit for pay of Marines he alledges to have been enlisted by him & sent the said Frigate — for want of necessary information as respects the extent of your authority to him to enlist muster & pay men of this description his request has not yet been complied with — I have therefore that you will be pleased to transmit me the necessary information on the subject as early as possible —
