I have received your letter of the 1 Instt. enclosing the receipt of Lieut Roscorantz for sixty dollars —
The amount will be entered to your Debt tho' not strictly, conformable to the established rule, You will understand therefore that I wish to discourage advances of this nature, and that no payments (unless absolute necessity should require & then they must be made with a great deal of caution) shall be made without an order from this Dept— The letter enclosed will be forwarded as directed —
