Sir.
You will proceed with the papers given you by the Secretary of War as by him directed — As many Horses as are necessary to expedite your journey may be hired, and I will enable you to make payment for them agreeable to your engagements — You will take a receipt for the Letters, and in it note the place and hour in which you deliver them —

Sir
I have relied on your promise made in your letter of the 20th Ultmo in full confidence that the Powder due the public from your late firm would be placed in the Magazine before this time — I am sorry I am disappointed, and the more so, as the orders already issued will exhaust our Stock at the Magazine here, and of course subject us to loss of time, and considerable expence to replenish it from any other quarter. I pray you to inform me immediately what has prevented your complying with your engagement hitherto, and when I may expect the accomplishment of it.
