I have again examined the Account and accompanying papers received from the State of Maryland — No new evidence being produced to support the charges, my former report precisely states my ideas on the business — But it is proper to observe, that some perhaps many of the Missing Articles may have been received by the State Agent since the last date in the Account — this should be enquired into — By a letter of a late date from Meyer Langham it appears that Six Cases of Muskets being a part of those missing are found at Cumberland, and that two Companies of the Maryland Militia still hold the Muskets put into their hands at the time of the Insurrection, these discoveries account for upwards of two hundred and fifty of the Muskets charged in the account, it is presumed many more may be found in the hands of the Militia should an Official search be ordered — Whether this has been done by the State, or whether they consider it the duty of the United States to prosecute the search does not appear, but by one or the other I conceive it should have been done, for it is a fair conclusion that most of the Missing Articles are in possession of the Citizens of the State, and if so previous to Settlement, should be collected — another thing should be noticed, the State Officers mention in their Statements a number of Articles belonging to the United States received from the Militia after their return but no document is produced to shew whether they yet remain in possession of the State or to whom they have been delivered — the enclosed shews the number and kinds Stated in Current Account, that if not returned they may be charged against the Account exhibited as due the State — On the whole I observe a liberal policy ought to govern yet the best information that can be obtained ought to be produced previous to Settlement — all of which is submitted —
