Accountants Office May 23^d 1798 Previous to my countersigning the annexed Warrant N^o 2515 for 120 dollars chargeable to Cap^tn Thomas Lewis I think it incumbent on me once more to remark to the Sec^y of War, that Cap^tn Thomas Lewis stands charged on the Books of this Office with a balance of upwards of two thousand two hundred dollars great part of which is of long standing and is more particularly explained in my statement to the Secretary of War in letter of the 3 Nov^r 1797 — I have repeatedly called on him to account for the same by producing vouchers or to refund the balance to the Treasurer of the United States, this I have found ineffectual and if I am not permitted to withhold the pay of an Officer and cause stopages to be made by the Paymasters from the pay of Officers who cannot account for the monies
