I herewith enclose you a Blank Bond, which it is requisite should be signed by responsible Persons as Security for the Pay advanced to the Petty Officers — Seamen &c that may enter for the Frigate Constitution under your Command.
I have paid attention to your Communication respecting the Howitzers, and am of opinion that unless you can apply them to advantage, without cutting the Ports larger, it will be best to retain them.
