I have directed the Sum of Three Thousand dollars to be transmitted to you for the recruiting Service, and advance to the Framers and Marines for the Frigate Constellation. It may be proper that you should occasionally advance to the Officers appointed by Capt Nicholson to the Service, Such Sums as may enable them to promote the recruiting his Complement with Effect.
As soon as the Forms are prepared for keeping the Ship's Accounts you will be furnished with them.
