Sir
You will be pleased forthwith to order a Lieutenant of the Frigate United States under your Command to repair to the City of New York with as much Speed as may be, to commence the recruiting the Complement of Seamen for your Ship.
You will furnish Him with such Instructions as you may Deem necessary to facilitate this Object.
It will be necessary that he keep a separate account of his Expences in going to New York his Board & whilst there and on his return. He will take Vouchers for his disbursements to enable Him to settle with the Accountant of the War Department and no other Expences will be allowed Him, that what appears to be moderate and just.
