Total Dollars 216,112. 83 Philadelphia 11^th May 1798 Samuel Hodgdon In this Estimate no charge is made for transportation by Land or water, these Expenses must depend on the nature of the Service the Troops are to perform — If it were known, that the Army is to be stationed and act only defensively the transportation may be accurately stated — If it is to act offensively, 'tis impossible to state precisely the Sum that would be necessary. No notice is taken of the pay of Artificers usually attached to the Quarter Masters Department — this too must must depend on the nature of the Service and of course be occasionally provided for — Repairs of Forts and Garrisons, places, building Barracks, the purchase of Horses, and Boats, and all extra supplies of forage are not noticed they must be considered as contingencies. The Articles for Naval Equipments usually furnished by the Quarter Master being uncertain as to the kinds and Quantities that may be required, are also omitted — Medicines are not included.
