Sir,
You will be pleased forthwith to order a Lieutenant of the Frigate United States under your command to repair to the City of NewYork with as much speed as may be to commence the recruiting the Complement of Seamen for your Ship.
You will furnish him with such instructions as you may deem necessary to facilitate this object.
It will be necessary that he keep a regular account of his expences in going to NewYork, his Board &c whilst there, and [strikethrough: there] on his return, he will take vouchers for his disbursements to enable him to settle with the accountant of the War department, and no other expences will be allowed him than what appears to be moderate and just.
