Certification that $432.52 is due a detachment of the Corps of Artillerists and Engineers, and a detachment of recruits enlisted Lieutenant David Hale, both stationed at Governors Island under the command of Captain Frederick Frye, being the pay of himself, Lieutenant William Wilson, Surgeon's Mate Samuel Osborn (including forage), and the non-commissioned officers and privates for April 1798.
