To enable you to pay the Drafts of the Q. M. Genl I have directed the Collector of Phila to place to the Credit of Samuel Meredith, Treasr. for the Department of War, Twenty Thousand Dollars. This sum will of course be subject to your Warrants in the usual form.
I am reduced to the necessity of adopting this mode for providing Funds, as the Appropriations are not yet made.
