Gentlemen,
I have received no answer to my letter to you under date of the 8th Ultimo. consequently I am ignorant what arrangements you have made to comply with its [undecipherable] — I am now in duty bound obliged to request satisfactory answers to the following questions — Will you [undecipherable] the whole or any part of the Powder due the Public, and if you have, do you intend to place it immediately in the Magazine, for the usual Proof previous to acceptance? If you have no part of the Powder on hand, are you prepared and disposed to give security for the delivery of it at any Subsequent period? By order of the Secretary of War I send to your address the Military Stores inserted in the enclosed Invoice and Bill of Lading. You will please to acknowledge the receipt of them, and note the time and order in which they arrive. Your certificate on the back of the Bill of Lading entitles the Vessel to her freight, which you will otherwise is to be paid here.
