Philadelphia 30th April 1798
Messrs Wheelen & Miller
Gentlemen,
I have received no answer to my letter to you under date of the 8th Ultimo. Consequently I am ignorant what arrangements you have made to comply with its contents — I am now [strikethrough: only bound] obliged to request satisfactory answers to the following questions — Will [strikethrough: you] Have you the whole or any part of the Powder due the Public, and if you have, do you intend to place it immediately in the Magazine, for the usual Proof previous to acceptance? If you have no part of the Powder on hand, are you prepared and disposed to give security for the delivery of it at any subsequent period? An answer to these Questions has become necessary on many accounts, but particularly So, as it is [strikethrough: mentioned] to me that Mr Miller expects [strikethrough: shortly] to leave this Country for France.
