Sir Richmond 18^th June 1798. I have had the honour of your letter of the 7^th Instant. The Remaining part of Our Advances for the General Government you will find in the inclosed documents — one of them was Omitted by the Auditor in making up the last Abstract; and the Other is an Allowance lately made by the Executive, in Addition to a former Abstract for Rations furnished — this was deemed Reasonable, as no Contract could be made at the time from the extreme Scarcity and high prices of Provisions, at [undecipherable] and frontier Post. Enclosed you will Receive an Order for Whatever Sum Should be found due to the State, which the Board Request the favour of you to Receive and bring with you when you Return to Virginia. No. 44] [Major Clendenim] Sir Point Pleasant April 15. 98 Capt John Van Bitten informs me that he is not settled with through M^r Cavendish who transacted his business relative to his Issues of Provisions to the Militia under my Command in 1794. with the Auditor of Public Accts agreeable to the price fixed on when he commenced on the business as I can assure you, Sir that he never engaged to furnish the Troops for One Cent less than 12½ per Ration. That until M^r Pain obtained the Contract, there was no chance of obtaining but through him, and unless they were obtained, no service could be rendered. I therefore thought it proper, as well as my duty to Countenance his Supplies at that price to the Troops, at the different Post under my Command, till other arrangements could be made — being well persuaded that at the price he obtained his Supplies, on that they could be procured at, he could promise very little profit & any from it. M^r Pain is also Authorised to make this Known to your Excell[en]cy also to lay before you and the Honourable Board, some Claims of the Soldiers; although they appear to have been paid by the Pay Masters Books, have not, they are still unpaid — Some have made oath to their Claims; some have not, but all will if required, and give any other Satisfaction required to evidence their right — I am your Excell[en]cy, most Ob[edient] Ser[vant] Wm Clendenim [allowed 8 Cents Originally & 2 additional by advice of the 5 Dec. 1797 J.
