Frye / Dated [undecipherable] May [undecipherable] / Rec^d [undecipherable] — 15 — / Ans^d [undecipherable]] [Address: William Simmons Esquire / Accountant War Department / Philadelphia] Governor's Island May 9^th 1798 Sir I received your letter of the 4^th acknowledging the receipt of Muster and Pay Rolls in which you say, "the Pay Roll of your own Company was overstated four Dollars, which are deducted as well as the four dollars claimed by M^r Hall for arrears of Bounty." I have several times examined the duplicate Pay Roll, & cannot discover the error of four Dollars, the amount appears to be Three hundred Seventeen Dollars and fifty two Cents. In respect to the M^r Halls claim, I beg leave to transcribe a paragraph of your letter to me dated April 4^th 1795 — "It has been ascertained that the claim of M^r Hall for four Dollars for Balance of Bounty is a just one, you will be pleased accordingly to make him up for that Sum on your next Pay Roll and the same will be deducted." Accordingly I made up M^r Hall for the above amount in my last Pay Roll, and you informed me you have deducted the Same from my account without assigning a cause for the deviation from your former direction. Lieut. Hale's detachment of Recruits are now incorporated with — upon application to the Secretary of War, I should think they ought to receive their March levy, with that for March thro' my hands, as it is quite uncertain when M^r Hale will be present to pay them. I hope the appropriation laws will soon enable you to forward us some Money, as we are all (both Officers and Soldiers) very destitute. I am Sir respectfully your humble Servant. Fred.
