I have received your letter of March and am sorry its not in my power to pay Le Hushe rations he was entitled to as a soldier and not drawn by him is no law that will authorize me to make the payment or I should do it with pleasure; the only mode that I can point out, is that you make a representation of the case to the Secretary of War, and request the contractor at your post may be authorized to issue the number of rations that is due to him
