Fort Oswego March 31^st 1798 Sir I wrote to you about the first of this month and enclosed the Muster and Pay Rolls of the troops at this Garrison — As you may perhaps for the want of an opportunity delay sending on the pay, I must inform you that if you should direct it to the care of Judge Myers at Rotterdam on the Oneida Lake, at which place the Post Office is kept, he would take great care to forward it to this place, indeed we have frequent communications — I enclose you a list of Bounty due to sundry men at this Garrison I think it ought to be paid to them — I must also observe that men whose terms of services expire at this place labor under many inconveniences for the want of their pay, as they have to travel a great distance without a copper in their pockets, when at the same time they have many months pay due — I think it would be treating them but right to pay them up to the day of their discharge, this must eventually be done, and if I was authorised to do it, it would prevent much disquietude, and would only be a full compliance on the part of the United States — I wish you to forward me the late acts which have passed relative to the Military Establishment, particularly the one mentioning the penalty to which Officers are subjected in case of purchasing from a Soldier his Uniform Clothing &c. as some people about here are handy at this business, I wish to make an example of them — I am Sir Y^r Ob^t Serv^t A.
