Dear Winchester.
At all times it would be useful and agreeable to me to know something of the State of the public Opinion, and more especially when the country is threatened with great and singular calamities. The projects of France are boundless, and every thing that comes from that quarter of the world indicates hostility to the United States. Tell me truly and candidly what is said, and whether we are to give up to France or are we to resist your Great Bretain? How do the merchants consider the modification of the restriction against arming?
