"I cannot at this moment anticipate what may be the President's ultimate determination respecting the establishment of a new Post near the 31^st degree on the boundary line — It will be proper however even in the mean while that the ground should be viewed in that quarter, and a report made stating the advantages of the different points eligibles for a fortified place — In chusing a position respect must be had 1^st to its capability of commanding the River — 2^d to its being safe against encroachment of the River — 3^d. to its possessing within itself or commanding a supply of water for a seige notwithstanding any operations that may be directed against it — 4^th to its easy communication with the Country, supplies & succours — you will also state the circumstances which give any position below a superiority over the Post at the Natchez" [Extract of a letter from the Sec^y of War from the 18 May 93] [Guion papers. notes]
